He said that he “in general supports” the initiative and considers it correct to separate the posts of the mayor and the head of the Kyiv City State Administration.

In the first reading, the Verkhovna Rada adopted the bill on the capital on October 3, 2019, more than two years ago. The bill proposes divide powers and positions the mayor of Kiev and the head of the Kyiv City State Administration, who “will oversee the observance of the Constitution and laws of Ukraine by local government bodies and coordinate the activities of territorial bodies of central executive bodies.”

“The new law on the capital, if adopted, should not violate the constitutional rights of residents of the capital and the principles of local self-government,” stated in October 2021, the mayor of Kiev, Vitali Klitschko. On November 1, he sent the text of the bill on the capital # 2143-3 for consideration by the Venice Commission and the Council of Europe.

In 2003, the Constitutional Court of Ukraine already ruled that the Kiev City State Administration (KSCA) should be headed by a person who was elected as the mayor. In November 2010, the fourth president of Ukraine, Viktor Yanukovych, divided these positions, as a result of which the mayor Leonid Chernovetsky was replaced as head of the city administration by Alexander Popov. In 2014, after the victory of Vitali Klitschko in the elections for the mayor of Kiev, the fifth President Petro Poroshenko appointed him head of the Kyiv City State Administration.
